    1.
The MIDI patterns coming from Addictive Drums usually contain 1/32 notes for all instruments, which make the randomize timing function produce really small shifts.
The Podium Guide says: “The specified timing interval is the total time, so a note can be played from half the interval early to half the interval late. The timing randomization is furthermore influenced by note length, attack velocity and the previously randomized note start. Notes shorter than quarter notes will reduce the interval according to the note length.

Do I always have to lengthen notes manually to make better use of this function, or is there any other way?

Could transpose (and randomize?) values be passed down to child tracks? Unless they’ve got a different setting of their own, of course.
I.e.: If a parent says to transpose by 7 semi-tones and a child track by 10, it shouldn’t end up at 17.
You could easily transpose a whole arrangement this way if you wanted, as long as you set it to 0 on drums/fx/etc (I don’t know if it even affects the drum editor, as I don’t use it).

I have regretted implementing the note timing randomization feature in Podium. It is a feature that would be best supported in a MIDI plugin. Once Podium gets support for MIDI plugins, I will consider removing this feature and instead offer it as a MIDI plugin. That will make the track properties more clean. With the MIDI plugin it would also be easier to add more parameters for extended control, such as what you request here.

Oh… I always thought it was a nice touch having those functions so neatly integrated. Like I wouldn’t want to have to rely on an extra plugin to control track gain or panning.
But if external MIDI effects support is the way to go – and makes it even better – then I’ll change my mind and look forward to it.
