Just create a return for a mono track, pick any mono to mono plugin (reverb is what we’re talking about, but it’s the same with all mono to mono plugins), send some signal and you’ll see what happens.
Same goes for mono to stereo plugins – I don’t need to pan that, but Podium “sees” them as mono to mono (only in return section) 😕

what position you have a meter and feeder on return track ? maybe you just do not correctly displayed signal …
When I choose a mono to mono or a mono to stereo plugin and touch nothing else, the meter is showing a single bar and the pan knob is grayed out.
Does anybody else have these problems?

Yes, but if after the ‘mono to stereo’ plug to put ‘fader after ef’ & ‘meter after ef’ – pan included … it to mono return …
I understand you want to:
Mono Track > Mono Send > Mono Rerurn + “Stereo Fx” + Pan
and you get – pan off …
Mono to stereo plugin that acts as mono to mono is one of the problems and let’s leave it alone for now (I just wanted to know why is that so).
Main problem:
Mono to mono plugin in return section – meter should be showing two bars (for both channels) or maybe not, it’s not important what it shows after all, as long as pan is enabled (and it should be enabled, don’t matter if it’s pre, post fader or whatever).
mono track, post everything>mono return (mono to mono fx) post everything – pan return
or optionally, both or one of the channels pre fader/post fx – it should work in every scenario.

It’s very simple – just create a return for a mono track and choose any mono to mono plugin (it should be reverb, but every mono to mono plugin acts the same way) for return channel.
That way I get the meter in return channel showing single bar (not both channels) and the pan knob is grayed out.
You’re right, the pan knob is gone! It’s hidden (not grayed out).
The strange thing is that if I delete and recreate Return manually and insert the plugin (mono), the pan knob is perfectly visible and working.
I’ve used the plugin that Podium identifies as “Mono” in the list:
